Editorial: Time for state to have early education focus

Lawmakers have been given a directive from the state's Supreme Court to address problems in rural and poorer schools districts in the state. The ruling, reached in November, stemmed from a 21-year legal battle brought by those districts that, for too long, have been at a disadvantage when it comes to being provided resources.
