HILTON HEAD ISLAND, S.C. (AP) -- Hilton Head Island has a plover problem.

The tiny endangered shorebird called the piping plover is affecting plans for a $20 million beach rebuilding program on the resort island.

The Island Packet of Hilton Head reports that the town wants to rebuild eight miles of beach next year. But federal officials have asked the town not to pour sand on a 1-mile stretch of the beach during the plovers' winter nesting season.

Public projects manager Scott Liggett says the town also needs to avoid summer sea turtle nesting season and wants to complete the work before the summer tourist season.

The town is starting its first beach rebuilding effort in a decade and is trying to devise a schedule for rebuilding the beaches.
